Cloudinary Migration

Centralize image storage on Cloudinary so this app shares assets with the SJ Bike Party Ridebook app (same account, same RideBook/ paths).

Re-file existing Cloudinary assets into RideBook/ pathsWhen off, assets already on Cloudinary are skipped. When on, they are re-uploaded into the shared convention paths.
